This issue is now resolved. We had confirmation from Azure that there was an outage between 08/05/2019 19:20:00 UTC and 08/05/2019 19:46:59 UTC that causing connectivity issues.

The issue identified regarding connection to MySQL has been rectified. We are continuing to monitor the systems to ensure service is maintained and to determine the root cause of the issue.
